Who is Kashim Musa Tumsah?

Kashim Musa Tumsah, MFR, is an accomplished Lawyer, Diplomat and Entrepreneur with over 32 years of post-call experience at the Nigerian Bar. Born on 16th April, 1965, he has built a distinguished career spanning international boundary negotiations, oil and gas law, joint development zone administration, diplomatic service, and private sector consulting, earning national and international recognition for his contributions to the management of transboundary resources. He is currently a frontrunner for the All Progressives Congress (APC) governorship ticket in Yobe State, his state of origin.

Tumsah attended Shehu Garbai Primary School, Maiduguri, before proceeding to Kings College Lagos (1978–1984), one of Nigeria’s most prestigious secondary institutions. He thereafter enrolled at the University of Maiduguri, graduating with an LL.B (Common Law) Second Class Upper Division in 1988. At the Nigerian Law School, Lagos, he was called to the Bar in 1989 as the best overall student, winning three prizes in Civil and Criminal Procedures respectively.

A recipient of the Commonwealth Office (FCO) Scholarship, Tumsah proceeded to the Centre for Petroleum, Mineral Law and Policy Studies, University of Dundee, Scotland, where he obtained an LL.M in Resources Law with Distinction in 1991, also receiving the prestigious Laslo Gambos Bursary Award. His postgraduate specialisations covered UK Oil and Gas Law, International and Comparative Petroleum Law, Solid Mineral Law, Downstream Energy Law, and the International Law of Marine Resources. His LL.M thesis examined the socio-legal and economic impact of mineral operations in developing countries on local communities. He subsequently attended the Foreign Service Academy, Lagos (1996), and the Harvard Business School, Boston, in July 2011, where he obtained a certificate in Making Corporate Boards More Effective.

Following his call to the Bar, Tumsah completed his National Youth Service Corps (NYSC) placement as a Legal Practitioner at Ibrahim Haruna & Co., a private legal firm in Lagos. He thereafter undertook a placement as Legal Officer with the Legal Department of BP Exploration and Operation Company Limited, Glasgow, United Kingdom (January – July 1992), gaining early exposure to international oil and gas operations. He served as Company Secretary and Legal Adviser at Rain (Nig.) Ltd, Maiduguri (1992–1993), and as Special Assistant (Legal) to the Honourable Secretary of State for Petroleum and Mineral Resources (September – November 1993).

In 1993, Tumsah represented Nigeria as Delegate and Secretary of the Nigerian Delegation at the African Petroleum Producers Association (APPA) Experts Meeting and Council of Ministers in Kinshasa, Zaire, and as Delegate to the 34th Executive Committee and 11th Conference of Ministers of the Association of Tin Producing Countries (ATPC) in Kuala Lumpur, Malaysia. He served as Head of Administration and Legal Services at the Arewa House Secretariat for the National Constitutional Conference (1994–1995), before being commissioned as a Foreign Service Officer with the Ministry of Foreign Affairs, Abuja, from March 1995.

Tumsah’s most consequential diplomatic contributions came through his service as Member and Secretary to the Nigerian Technical Committee on International Boundary Negotiations (1997–2005), during which he actively participated in the demarcation and delimitation of Nigeria’s international land and maritime boundaries with Niger, Benin Republic, Chad, Equatorial Guinea, Sao Tome and Principe, and Cameroon. He served as Counsel and Secretary to the Nigerian Legal and Expert Team before the International Court of Justice in The Hague, in the landmark Nigeria-Cameroon Boundary Dispute case (1999–2002), and as Special Assistant to the Director General of the National Boundary Commission (August 1999 – April 2002). He also served as Member and Secretary of the Nigerian Ministerial and Technical Committees on the Negotiation of Nigeria’s Maritime Boundary and was seconded to the International Boundaries Department of the National Boundary Commission from May 1997.

Tumsah additionally served as Member and Secretary of the Committee on the conceptualisation, review, and drafting of the Bill to establish the Border Region Development Agency (2000–2002), and later as Coordinator of Special Projects at the National Boundary Commission (July 2005 – November 2006).

Tumsah was the pioneer Legal Adviser of the Nigeria-Sao Tome and Principe Joint Development Authority (JDA) in 2002, having actively participated in the conceptualisation and establishment of the Joint Development Zone (JDZ) and the JDA from its inception. As Deputy Director, Legal Adviser and Secretary of the Board (April 2002 – June 2005), and subsequently as Executive Director, Finance and Administration, and Secretary to the Board and Joint Ministerial Council (October 2010 – January 2018), he conceptualised, drafted, and managed the Treaty and all Agreements, Regulations, and Laws in operation in the JDZ. He also served concurrently as Chairman of the Board of the Joint Development Zone Investment International Limited, Abuja (October 2015 – January 2018).

During this period, Tumsah prominently participated in the negotiation of the Block 1 Production Sharing Contract with Chevron-Texaco, ExxonMobil, and Dangote EER, and in the negotiation, conclusion, and drafting of all Agreements and Protocols for the International Unitisation of the Zafiro/Ekanga Oil Fields between Nigeria and Equatorial Guinea. He served as Lead Consultant for the production of all Administrative Procedures and Working Documents of the Gulf of Guinea Commission (2007), and as Lead Consultant for the take-off and Administrative Procedures and Working Documents of the Border Communities Development Agency, Nigeria (2009).

Tumsah served as Non-Executive Director of the Nigerian National Petroleum Company Limited (NNPCL) from 2023 to 2025. He served as Vice Chairman of Gulf of Guinea Consulting Limited, Abuja (November 2006 – October 2010 and February 2018 – December 2021). He is currently Chairman of Gulf Consulting LLP (January 2022 to date), Chairman of Alegre Integrated Farms Limited, and Director and Project Coordinator of the Dragon Oil and Gas Block CI-24 Development Project, Cote d’Ivoire (March 2018 to date), amongst other engagements.

Tumsah holds membership of the Nigerian Bar Association (NBA), the International Bar Association (IBA), the African Bar Association (ABA), the Petroleum and Mineral Law Society (UK), the Institute of Petroleum (London), and the Association of International Petroleum Negotiators (AIPN). He is also a Fellow of the Institute of Corporate Administration, Nigeria.

A recognised expert and resource person on the management of transboundary resources, Tumsah has published widely acclaimed articles and presented papers at local and international seminars and workshops on joint development, management, and security of transboundary resources. He was conferred with the Nigerian national honour of Member of the Order of the Federal Republic (MFR) in 2004, in recognition of his role in the negotiation and delimitation of Nigeria’s land and maritime boundaries. He was also conferred with the Equatorial Guinea national honour of Caballero de la Orden Merito Civil in March 2002, for his contributions to the negotiation and delimitation of the Nigerian-Equatorial Guinea maritime boundary and the international unitisation of the Zafiro/Ekanga Field.

Outside his professional engagements, Tumsah is an avid follower of sports and maintains a keen interest in the general arts, including theatre, films, and history. He is also drawn to nature watch and continues to follow developments in the global resources industry with close interest.
