BPP to go fully digital on procurement starting August 18

The Bureau of Public Procurement (BPP) has announced a complete halt to the submission of physical documents.

This was done in a decisive move to modernise Nigeria’s procurement system and mark the start of its full e-government transition.

Effective August 18, 2025, all Ministries, Departments, and Agencies (MDAs) must submit procurement-related documents electronically.

This is in alignment with the National Digital Economy Policy and Strategy (NDEPS) 2020–2030 and the National E-Government Master Plan (NEGM) 2021.

“This is not a suggestion. It’s a full system shift,” said BPP Director-General, Dr. Adebowale Adedokun, in a circular issued on August 4. “We are pulling the plug on paper submissions, compliance is mandatory.”

Under the new directive:

  • All procurement documents must be submitted in PDF and editable formats (.docx, .xlsx, etc.) to submissions@bpp.gov.ng.
  • Requests involving special or restricted procurement methods must be sent to official@bpp.gov.ng.
  • MDAs must also provide two functional email addresses and active phone numbers of designated officers to maintain streamlined communication.

“This isn’t just about tech, it’s about trust, speed, and accountability in how Nigeria does business,” the BPP said.

The BPP says the digital shift is a key milestone in boosting transparency, cutting bureaucratic delays, and aligning with global procurement best practices. Agencies failing to comply may face processing delays or disruptions in approval timelines.
