Lagos State Rolls Out Seven New Laws to Enhance Governance and Public Safety

Governor Sanwo-Olu Approves Landmark Legislations with Phased Implementation

The Lagos State Government has officially announced the commencement of seven new laws signed by Governor Babajide Sanwo-Olu, marking a significant step in strengthening governance, public safety, and institutional reforms. The laws, recently passed by the State House of Assembly, will take effect in two phases to ensure proper public awareness and enforcement readiness.

Five of the new laws became operational on February 19, 2025, including the Lagos State Fire and Rescue Service Law, which establishes a comprehensive framework for fire safety and emergency response. The Law Enforcement Training Institute Law mandates standardized training for security personnel, while the Human Organ Harvest and Tissue Transplantation Law introduces strict regulations for organ donations. Additionally, the Consumer Protection Agency Law creates a dedicated body to safeguard consumer rights, and the Victim Assistance and Witness Protection Law enhances support systems for crime victims and witnesses.

The remaining two laws will take effect on August 4, 2025. The Local Government Administration Law aims to improve efficiency and transparency in grassroots governance, and the Lateef Jakande Leadership Academy Law establishes a program to nurture future public sector leaders.

The Lagos State Ministry of Justice has called on government agencies and the public to prepare for full compliance with the new laws. Grace Alo, Director of Public Affairs, emphasized that these measures reflect the state’s commitment to institutional reforms, human rights protection, and improved governance. The phased rollout ensures adequate time for public education and the establishment of necessary enforcement mechanisms.
